If you're a consumer, your best bets are to: A) Check your local wholesale club warehouse store (like Costco). It's almost certainly not going to be labeled "manufacturing cream," but see if they have any heavy cream labeled with a fat content of at least 40%....that's the stuff. B) Call around to the restaurant supply stores in your area. Some of them will sell to people without business licenses. Many only sell equipment, not ingredients...but if you find one that carries both, and will sell to you, they may have it or be able to get it. C) Beg any buddies you might have in the independent foodservice biz to order you a bottle or two in their next distributor order.
