We can’t say. There are probably varieties that, while technically edible, aren’t considered tasty. There may even be varieties that are unsafe to eat for one reason or another. There are simply too many types of fish roe out there to say for sure. Gar roe is said to be toxic. Some minnows, catfishes, sticklebacks (to small to get much roe off of) and tetrodonts (boxfish and puffers) may also produce poisonous roe.
I suspect you did a google search to ask the question. The better way to do it would be to search (like me) for the converse. Ask if some fish eggs are toxic, and if they are then you have your answer.
